"Competent authority" is meant to include those who preside over courts or tribunals (composed of a single judge or of several members), including professional and lay magistrates as well as administrative boards (for example the Scottish and Scandinavian systems) or other more informal community and conflict resolution agencies of an adjudicatory nature. ويقصد من تعبير السلطة المختصة أن يشمل أولئك الذين يرأسون المحاكم أو الهيئات القضائية (المكونة من قاض وحيد أو عدة أعضاء)، ويشمل ذلك القضاة المحترفين والقضاة المختارين من عامة الناس وكذلك الهيئات الإدارية (كما في النظامين الاسكتلندي والاسكندينافي) أو غيرها من الهيئات الأقل رسمية كالهيئات المجتمعية وهيئات حل المنازعات ذات الطابع القضائي.
"Discrimination" means any distinction, exclusion or preference that has the effect of nullifying or impairing equal enjoyment of rights. ويعني "التمييز" أي تفريق أو استبعاد أو تفضيل يؤدي إلى إبطال أو إضعاف المساواة في التمتع بالحقوق.

"The present Convention shall be open to accession by all States, including States which are not Members of the United Nations, to which the Secretary-General of the United Nations shall have communicated a certified copy of the Convention. (2) A qualified representative appointed or approved under paragraph (1) shall be allowed to hold regular services and to pay pastoral visits in private to prisoners of his religion at proper times. (2) As a result of events occurring before I January 1951 and owing to well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion, is outside the country of his nationality and is unable, or owing to such fear, is unwilling to avail himself of the protection of that country; or who, not having a nationality and being outside the country of his former habitual residence as a result of such events, is unable or, owing to such fear, is unwilling to return to it. (2) كل شخص يوجد، بنتيجة أحداث وقعت قبل 1 كانون الثاني/ يناير 1951، وبسبب خوف له ما يبرره من التعرض للاضطهاد بسبب عرقه أو دينه أو جنسيته أو انتمائه إلى فئة اجتماعية معينة أو آرائه السياسية، خارج بلد جنسيته، ولا يستطيع، أو لا يريد بسبب ذلك الخوف، أن يستظل بحماية ذلك البلد، أو كل شخص لا يملك جنسية ويوجد خارج بلد إقامته المعتادة السابق بنتيجة مثل تلك الأحداث ولا يستطيع، أو لا يريد بسبب ذلك الخوف، أن يعود إلى ذلك البلد.
(2) Before entering on duty, the personnel shall be given a course of training in their general and specific duties and be required to pass theoretical and practical tests. (2) قبل الدخول في الخدمة، يعطى الموظفون دورة تدريبية على مهامهم العامة والخاصة، وعليهم أن يجتازوا اختبارات نظرية وعملية.
(2) Before the completion of the sentence, it is desirable that the necessary steps be taken to ensure for the prisoner a gradual return to life in society. This aim may be achieved, depending on the case, by a pre-release regime organized in the same institution or in another appropriate institution, or by release on trial under some kind of supervision which must not be entrusted to the police but should be combined with effective social aid. (2) ومن المستحسن أن يعمد، قبل انتهاء مدة العقوبة، إلى اتخاذ التدابير الضرورية لكي تضمن للسجين عودة تدريجية إلى الحياة في المجتمع، وهذا هدف يمكن بلوغه، تبعـا للحالة، من خلال مرحلة تمهد لإطلاق سراح السجين تنظم في السجن نفسه أو في مؤسسة أخرى ملائمة، أو من خلال إطلاق سراح تحت التجربة مع إخضاعه لضرب من الإشراف والرقابة ولا يجوز أن يعهد به إلى الشرطة بل ينبغي أن يشتمل على مساعدة اجتماعية فعالة.
(2) By direct communication between the Ministers of Justice of the two States, or by direct communication from another competent authority of the State making the request to the Minister of Justice of the State to which the request is made; or (2) أو باتصال مباشر بين وزيري العدل في الدولتين، أو برسالة مباشرة إلى وزير العدل في الدولة المستنابة من قبل سلطة مختصة أخرى في الدولة المستنيبة؛
(2) Disqualifying the offender from the exercise of civil rights. (2) تقرير اعتبار المجرم فاقداً لأهلية ممارسة الحقوق المدنية.
(2) Drinking water shall be available to every prisoner whenever he needs it. (2) توفر لكل سجين إمكانية الحصول على ماء صالح للشرب كلما احتاج إليه.
(2) For every prisoner with a sentence of suitable length, the director shall receive, as soon as possible after his admission, full reports on all the matters referred to in the foregoing paragraph. Such reports shall always include a report by a medical officer, wherever possible qualified in psychiatry, on the physical and mental condition of the prisoner. (2) ويجب أن يتلقى مدير السجن، بصدد كل وافد على السجن محكوم عليه بعقوبة طويلة بعض الطول، وفى أقرب موعد ممكن بعد وصوله، تقارير كاملة حول مختلف الجوانب المشار إليها في الفقرة السابقة، يتوجب دائمـا أن تشمل تقريرا يضعه طبيب، متخصص في الأمراض النفسانية إذا أمكن، حول حالة السجين الجسدية والذهنية.
(2) Having lost his nationality, he has voluntarily reacquired it; or (2) إذا استعاد باختياره جنسيته بعد فقدانها لها؛ أو
(2) He shall devote his entire time to his official duties and shall not be appointed on a part-time basis. (2) وعليه أن يكرس كامل وقته لمهامه الرسمية، فلا يعين على أساس العمل بعض الوقت فحسب.
(2) If a prisoner is illiterate, the aforesaid information shall be conveyed to him orally. (2) إذا كان السجين أميا وجب أن تقدم له هذه المعلومات بصورة شفوية.
(2) In other institutions the medical officer shall visit daily and shall reside near enough to be able to attend without delay in cases of urgency. (2) أما في السجون الأخرى فعلى الطبيب أن يقوم بزيارات يومية، وأن يجعل إقامته على مقربة كافية من السجن بحيث يستطيع الحضور دون إبطاء في حالات الطوارئ.
(2) International Convention of 4 May 1910 for the Suppression of the White Slave Traffic, as amended by the above-mentioned Protocol, (2) الاتفاقية الدولية المعقودة في 4 أيار/مايو 1910 حول تحريم الاتجار بالرقيق الأبيض، والمعدلة بالبروتوكول السالف الذكر،

(2) No person shall be received in an institution without a valid commitment order of which the details shall have been previously entered in the register. (2) لا يقبل أي شخص في أية مؤسسة جزائية دون أمر حبس مشروع تكون تفاصيله قد دونت سلفا في السجل.
(2) No prisoner shall be punished unless he has been informed of the offence alleged against him and given a proper opportunity of presenting his defence. (2) لا يعاقب أي سجين إلا بعد إعلامه بالمخالفة وإعطائه فرصة فعلية لعرض دفاعه.
(2) On the release of the prisoner all such articles and money shall be returned to him except in so far as he has been authorized to spend money or send any such property out of the institution, or it has been found necessary on hygienic grounds to destroy any article of clothing. (2) لدى إطلاق سراح السجين تعاد إليه هذه النقود والحوائج، باستثناء ما سمح له بإنفاقه من مال أو ما أرسله إلى الخارج من متاع أو ما دعت المقتضيات الصحية إلى إتلافه من ثياب.
